Resource Utilization

A recent article in a local newspaper in Bengaluru, India (the Silicon Valley of the East) brought to my attention the importance of resource utilization.  The purpose was different, the newspaper was reporting how poorly Wipro was performing with respect to the other giants like Infosys and Tatas.  However, the topic of resource utilization is of fundamental interest to all CIOs.  In general, CIOs are faced with more work than resources, hence we all assume that we are utilizing our resources 100% plus.  The question is are we?  Due to inefficiencies in planning and ineffective tools, we cannot dynamically adjust schedules to meet demand.  Therefore, we may find that we are not using the resources efficiently.  For example, we may have peaks and valleys leading to over-utilization and under-utilization of our core resources.

Tools and outsourcing can certainly help, and even in a perfect environment, where the resources are utilized efficiently, the key question remains:  are we effectively using them?  To answer this, we cannot just focus on project management but what projects and when and why are we are working on them.  To most experienced CIOs, the problem of effectively using IT resources is the essence of effective IT Governance.
